Urbanization has resulted in over half of the global population residing in cities, presenting significant challenges for governments in managing urban resources effectively. This paper explores the concept of smart city governance, which aims to enhance city planning through advanced technologies and cooperative strategies among urban actors in the industry 4.0 era. The approach of smart city governance is being implemented in numerous countries to tackle challenges related to infrastructure, transportation, population growth, land use, and social inequality. A key component of smart cities is integrating Digital Twin (DT) technology. DT creates virtual representations of real-world scenarios, enabling advanced simulation, machine learning, and data analysis. This technology supports decision-making processes by providing detailed insights into urban environments. The exploration shows that the implementation of DT technology in smart governance offers a transformative approach to addressing the challenges of rapid urbanization and improving urban infrastructure. DT, as a key component of smart city initiatives, provides innovative solutions for real-time monitoring, predictive analytics, and data-driven decision-making. The study shows challenges that DT technology in smart governance involves data privacy and security, infrastructure integration, and skill development training. By leveraging 5G technology, blockchain, the Internet of Things (IoT), collaborative computing, simulation, and artificial intelligence (AI), DT transforms urban administration. Adopting DT facilitates more informed and proactive urban management, ensuring that cities can adapt and thrive in the face of rapid urbanization and technological advancements.
