Navigating Challenges in Inspection, Compliance and Enforcement (‘ICE’) for Deep-Seabed Mining Beyond National Jurisdiction

The International Seabed Authority (ISA) and its member States are required to ensure compliance with the regulations they adopt to govern deep-seabed mineral activities beyond national jurisdiction, and in so doing, a series of structural, legal and practical considerations need to be accounted for. This chapter will explore the complicated enforcement landscape presented by deep-seabed mining beyond national jurisdiction, highlighting possible approaches that can assist to address the unique challenges.
