This chapter explores the fundamental societal context of police leadership, focusing on the values of the rule of law, democracy, and the welfare state. It emphasizes that understanding context is crucial for effective, legitimate leadership in the police service. The chapter explains how police operate within a democratic state governed by laws and public accountability and underscores the importance of contextual intelligence in navigating societal, political, and legal frameworks. It outlines the three classical conceptions of the state (power, law, and legitimacy) and shows how police leadership is tied to these. The chapter also highlights the police’s role as guardians of democracy and justice in an increasingly complex world. Finally, it links public administration, especially police leadership, to the sustainability of a strong welfare state.
