The chapter explains how police operate within a democratic state governed by laws and public accountability and underscores the importance of contextual intelligence in navigating societal, political, and legal frameworks. It outlines the three classical conceptions of the state (power, law, and legitimacy) and shows how police leadership is tied to these. The chapter also highlights the police’s role as guardians of democracy and justice in an increasingly complex world.
