This chapter presents a comprehensive model for police leadership aimed at offering a holistic understanding of the concept. The model is grounded in both theory and practice and integrates five key elements: the creation of public value, adaptive leadership theory in policing, a cultural perspective, situational leadership, and cross-sectoral leadership practices. The chapter also explores leadership informed by knowledge, experience, and professional judgment. Emphasis is placed on police leaders’ roles in managing complexity, building organizational adaptability, and practicing value- and trust-based leadership in a democratic society.
