Adapting to the Rapidly Changing Cyber Threat Landscape: Building the Best Cyber Counterintelligence Workforce

In the dynamic and unpredictable world of cybersecurity filled with unknowns, where technological advancement and sophisticated offensive cyber capabilities shape an ever-evolving cyber threat landscape, cyber counterintelligence (CCI) is emerging as an indispensable and paramount component of cybersecurity, national security and organisational security. Therefore, the need for agile competence development in CCI becomes paramount. Having defined competences serves the purpose of helping to build knowledge, skills, abilities and attitudes for both individuals and organisations, enabling them to navigate the CCI field more effectively. Competences are widely used within various fields and sectors to enhance workforce functions, and it is evident that there is a growing interest in the concept of competence learning, particularly in the areas of education, training, and professional development. This underscores the increased recognition of the importance of a competence-driven approach in fostering CCI workforce development and proficiency. However, previous research has revealed no defined CCI competences in the literature, at least not in the reviewed academic or industry research. Furthermore, from the cybersecurity perspective, it is unclear which competences are CCI-oriented. This paper builds upon the authors’ previous research on developing a CCI Competence Framework. The advancement of this paper lies in the proposal of CCI competences. Additionally, the paper introduces the levels of proficiency, a significant tool for competences and workforce development. This paper draws upon existing cybersecurity frameworks for workforce development to evaluate and analyse cybersecurity competences to formulate the necessary competences for CCI professionals.
