This study assesses Russia’s technological sovereignty in critical technologies by examining contributions of foreign scientists to related research activities. The objective of this study is to assess the technological sovereignty of the Russian Federation from the perspective of parameters related to the flow of high-impact scientific publications in priority areas of scientific and technological development, produced by Russian scientists during the period from 2014 to 2024. Focusing on high-impact publications indexed in the Russian Science Citation Index from 2014 to 2024, the research addresses three objectives: evaluating trends in the Russian high-impact publications on critical technologies, categorizing these publications by subject area, and analyzing the presence of foreign researchers in the Russian author teams. The results indicate that quantum communication technologies, medicine, and microelectronics involve substantial collaboration with Western researchers. Consequently, these fields are at risk of slowed development amid increasing restrictions on Western cooperation but also hold significant potential for enhanced collaboration with allied countries.
