Development of the Construction Industry for 2020–2024 (Example of the Samara Region)

The authors analyze the contribution of the construction industry to the formation of federal budget revenues of the Russian Federation. Both direct tax revenues and indirect economic effects associated with the stimulation of related industries and the growth of the taxable base, and therefore, tax revenues of the budget are considered. Many factors affect success in construction, all of them are interconnected. The achievement of a positive result in this area is influenced by the reliability and quality of work: because of unscrupulous developers, a lot of time and money is lost, which leads to unpleasant consequences for citizens and colossal losses of the Russian budget. It is also influenced by effective project management (since the planned results can be achieved only if authorized persons competently develop a construction strategy, invest in projects that are reasonably useful for society) and economic stability (it affects the prices of resources, consumer demand, the relevance of projects, and the functioning of the construction business as a whole). This work identifies the impact of construction industry revenues on budget formation, the achievements of the Samara region in the construction industry, identifies factors influencing the development of construction, key problems that hinder the development of the industry and affect the stability of budget revenues (market cyclicality, imperfect regulatory framework, shortage of qualified personnel and dependence on imports). Measures are proposed to improve the efficiency of the construction sector’s contribution to the budget, including market diversification, improvement of legislation, investment in human capital and import substitution.
