In the world community and in Russia the problem of waste utilization is extremely vital, because the key share of waste on the territory of the states is not recycled, but utilized and buried in landfills. In recent years, the policy of many countries has changed in terms of waste management, and today the forces are thrown at the transition from burial and incineration to sorting and recycling. The purpose of the study is to analyze the experience of monitoring and regulation of solid municipal waste management in foreign countries and Russia. The problem of waste management is urgent not only for Russia, but also for all countries. The situation with waste management heats up every year due to the increasing volume of waste production, which as a result of improperly equipped landfills, dumps, cause devastating damage to the environment, releasing toxins and poisons into the soil, water and air.
