In the landscape of contemporary local governance, digital technologies play a pivotal role in enhancing service delivery and communication between administrations and residents. This study evaluates the usability of the WeBarangay web application developed by Barangay N.S. Amoranto in Quezon City, Philippines, using the PACMAD (People At the Centre of Mobile Application Development) Framework. The research aims to comprehensively assess WeBarangay across dimensions of effectiveness, efficiency, satisfaction, learnability, memorability, error frequency and severity, and cognitive load. A descriptive research design was employed, involving 50 participants, including residents, barangay officials, and technical administrators. Data collection methods included surveys, interviews, and usability testing sessions. Findings indicate that WeBarangay performs highly across usability metrics, with users reporting strong satisfaction, efficient task completion, and manageable cognitive load. The application effectively enhances communication channels and improves service delivery within the barangay. Key recommendations include enhancing real-time notifications, addressing technical issues, and optimizing user interface design. The study underscores the importance of digital solutions in promoting transparent governance and citizen engagement, offering insights for enhancing similar e-government initiatives.
