Investment and Financing in the Blue Economy to Achieving the SDGs in the EU Countries: Opportunities for Financial Technologies

The topic of the blue economy is becoming increasingly relevant on a global scale due to the rapid increase in the dependence of society and the economy on ocean and coastal resources every year. The blue economy is crucial to many nations already dealing with droughts, storms, and increasing sea levels. In addition to being an environmental concern, preserving the equilibrium of our marine ecosystems is also closely related to achieving sustainable development goals (SDGs). Financial markets are experiencing exponential growth in sustainable finance and the emergence of new and diverse financial instruments, including blue bonds and blue loans. To expand the use of these instruments, it is necessary to attract modern financial technologies, such as digital payments, blockchain, AI-driven risk management, peer-to-peer finance, big data, etc. The chapter reveals the growing importance of blue finance in sustainable development, with a particular emphasis on blue bonds, and the dependence of the value added of the blue economy on several factors, including ESG risk; managing this risk can achieve the highest sustainability outcomes by attracting larger amounts of finance with modern financial technologies.
