In this chapter, I make a case against the paradigm of state weakness when applied to Lebanon: I argue that the Lebanese state has displayed agency and strategic thinking in its interactions with the international community through its resistance to the latter’s agenda. Resistance is not synonymous to conflict: its conflictual dimensions can be obscured, discreet or invisibilised. An active (verbal, cognitive or concrete) behaviour operated in opposition to something, exercised at the individual or collective level, it targets the source of social control to modify a power relationship (Hollander & Einwohner, 2004). The Lebanese authorities’ resistance has indeed had concrete effects, in terms of their increased leverage, allowing them to get more funding or to reduce the UNHCR’s space of operation.
