This study explores the role of university presidents in creating an enabling environment at private higher education institutions in Oman. Using transformational leadership theory and Saxena’s (Create an enabling human environment. Available: http://www.edu-leaders.com/articles/19292/create-an-enabling-human-environment , 2013 [1]) framework, the study assesses how leadership practices at the executive level influence empowerment and institutional support. A mixed-method approach was employed, combining student surveys, semi-structured interviews with presidents, deans, and officials, and focus groups with students across six Omani private universities. Findings reveal significant gaps in the higher education environment, including limited alignment between academia and industry, governance challenges, insufficient physical resources, and a disconnection between research and teaching practices. These gaps highlight the need for a proactive leadership framework to address these issues and enhance educational quality and sustainability. The study provides practical recommendations for private university leaders in Oman, focusing on fostering an empowering environment that aligns with the evolving needs of students, faculty, and industry stakeholders. By identifying key leadership strategies and addressing institutional weaknesses, this research contributes valuable insights to the higher education leadership literature and offers a pathway for sustainable improvements in Omani private universities.
