Adapting Organizational Excellence Models to Foster Agility in Higher Education Institutions in Oman

Purpose This study aims to explore the adaptation of the organizational excellence Models to enhance agility in higher educational institutions, with a particular focus on the University of Technology and Applied Science (UTAS) in Oman. Five dimensions of organizational performance are investigated to suggest how these dimensions can be enhanced to help achieve organizational excellence and foster agility. The study investigates how various dimensions of organizational performance can be enhanced to improve responsiveness, efficiency, and overall excellence in the educational sector. Design/Methodology/Approach The researchers use a mixed-methods approach combining quantitative and qualitative analysis from the survey and interviews. They focus on five main areas: leadership agility, HRMS flexibility, organization structure, learning agility, and technology integration. The analysis follows organizational excellence models, including the Baldrige Excellence Framework, the EFQM Excellence Model, the Deming Prize, and McKinsey’s 7S Framework. Findings The results from the five dimensions show significant gaps in practice in the current state at UTAS. Leadership practices restrict agility and reduce effectiveness, low organizational morale affects buy-in, and decision-making occurs slowly. The HRMS systems lack flexibility and adaptiveness for employees’ needs, which can lead to higher turnover. An inflexible organizational structure prevents breakthrough initiatives and can slow down project implementation. Barriers to learning and knowledge sharing limit new approaches and inhibit innovation, and poor technology integration inhibits productivity and subsequent digital transformation. Practical Implications The results of this research connect with practical strategies for UTAS and other similar organizations to build organizational agility by strengthening employee relationships and collaborations. Furthermore, using structured leadership development programs, new HRMS systems, redesigned organizational frameworks, bolstered continuing education and technology can enhance their ability to engage people, increase organizational and inter-organizational learning, and enhance their technological capability and conceptual understanding, all of which are critical aspects of organizational excellence models according to Balanced Scorecard. Originality/Value This study adds to the existing body of literature on organizational excellence models by presenting a detailed examination of how these models can enhance agility among higher educational institutions; it also provides specific and practical suggestions for implementing such changes, all in line with the nature and context of HEI’s in Oman, ensuring a clear step-by-step guide for institutions seeking to become more agile in a rapidly changing educational context.
