Every Campus A Refuge (ECAR) is a grassroots initiative that fosters a network of campuses dedicated to integrating refugees into their communities by offering housing, resources, and other services. This program can also serve as a gateway to higher education attainment and workforce development for refugees by equipping them with the necessary qualifications, skills, and support systems to navigate the job market, ultimately fostering their economic integration and long-term success. The aim of this chapter is to utilize a composite framework, integrating elements from the USAID 5Rs Framework, MIT-D’s Lab Innovation Ecosystem Model, and Systems Practice (Anderson et al., 2022), to methodologically identify the innovative operational and relational dynamics within the ECAR system and pinpoint strengths and opportunities for further development and scaling. This study explores the following research question: How do ECAR campuses create innovative ecosystems that contribute to refugee higher education pathways and workforce development? The findings shed light on the ability of higher education institutions to leverage their infrastructure and resources to support refugee resettlement. The research advances ways in which higher education institutions can use the conceptual framework to better assess their available resources and understand the interdependencies within and between different stakeholders in the resettlement process.
