A net-zero economy is the critical imperative that transitions to mitigating climate change and sustainable development. Strengthening legal and institutional frameworks is necessary, as they will form the basis of proper climate policy implementation and hold those involved in the process accountable. This paper discusses the building blocks of a strong legal framework statutory targets, regulatory mechanisms, and enforcing strategies needed to achieve net zero. In addition, it reflects on how institutions can enhance coordination for climate action mobilisation and public participation. It discusses the challenges that developing nations have faced while adopting international legal frameworks such as the Paris Agreement and, thereby calls for the need to implement tailored approaches that would cater to local contexts and capacities. In addition, the paper discusses the added value of integrating multidisciplinary perspectives to enhance the feasibility of net-zero transitions from the lessons learned from various sectors, energy, transportation, and industry. This analysis aims to provide a complete framework to policymakers and practitioners seeking the strengthening of legal and institutional capacities for a net-zero economy. Ultimately, the results affirm the need for mutual support between governments, private sectors, and civil society to bring about resilient and equitable systems supporting the transition to a sustainable future.

摘要
