Land Use Compatibility and Renewable Energy Siting—The Case of Greece

Renewable energy sources refer to those that derive energy from natural sources such as the wind, the sun, the water, and geotherm. During the last few years, renewable energy has been promoted in the European Union as well as in Greece, serving as a vital contributor to the fight against climate change. It is worth mentioning that the revised Renewable Energy Directive EU/2023/2413 provides an increase of the share of renewable energy sources to at least 42.5% by 2030. Exploiting these sources also provides a remedy to the problem of depletion of fossil fuels and non-renewable sources (i.e., coal, natural gas, oil, and nuclear energy). Nevertheless, the over-promotion of renewable resources comes at a cost as it may have negative implications not only on the ecosystems, such as forest, mountainous, and island ecosystems but also on the landscape conservation itself. Apart from the above-mentioned implications, renewable energy resources might impact positively or negatively the local economy and other activities like tourism. This article examines the existing policies and legal tools in the EU and in Greece which aim at the sustainable use of renewable energy resources. More specifically, it focuses on the legal tools in Greece associated with the special planning of these resources and examines their sufficiency to ensure both the sustainable development of the renewable energy sector and its compatibility with other land uses (i.e., alternative forms of low-impact tourism, like ecotourism and green tourism).
