This chapter focuses on the historical evolution of the Police Force in the years of political stability and economic recovery, from 1982 to 2000. After providing an account of the political economy of the time, the chapter establishes how the police was used as an extension of the military to brutalize the citizenry during the period until 1993. After this date, a new constitutional era dawned on Ghana, and with it a pruning of the undemocratic prerogatives of the military and police. Many, including the Supreme Court, called for reform of the police. Unsurprisingly, a high-powered Commission was established a few years later to examine the role of the police in the new constitutional dispensation. Sadly, the Commission did not understand that the Police Force they had been called upon to reform contained the DNA of the police of Empire in days yonder and missed the opportunity to deconstruct and reconstruct the Police Force.
