Different Bottom-Up Simulation Methods and Policy Applications: A Short Review

This paper reviews the use of bottom-up simulation methods such as microsimulation, agent-based modelling, discrete event simulation, and activity-based modelling in the realm of public policy. The aim is to clarify the scope and concepts associated with different bottom-up simulation methods and aligning them more closely with policymaking needs. Drawing on diverse literature covering modelling methodologies, model examples, and policy guidance from around the world, the article examines current applications of bottom-up modelling and simulation in public policy. The review also underscores good practices to render bottom-up modelling and simulation ‘policy ready’. The paper attempts to bridge the gap between interested modellers seeking insights into policymaking and non-modellers with policy expertise interested in using bottom-up modelling to shape policy. In doing so, to also stimulate debate and discussion about modelling for public policy across interested communities.
