Climate change significantly impacts forage availability for dairy cattle. Forage is available during the rainy season and it is unavailable during the dry season. Farmers utilize agricultural waste as feed during the dry season, but it is low quality. This will have a negative impact on the quality of milk produced, farmers’ income, and welfare. Using silage wrap technology is one way to maintain and enhance feed quality. This study aims to analyze the challenges and trends in implementing silage wrap as well as determine appropriate solutions to help dairy farmers overcome obstacles in adopting silage wrap technology. This study used qualitative research methods, including in-depth interviews with stakeholders, such as dairy farmers, cooperative administrators, and Teaching Factory Unit (TEFA) officials from the Politeknik Pembangunan Pertanian Malang, East Java Province, Indonesia. In addition, observations and literature reviews from previous studies were employed. This study revealed that smallholder dairy farmers have several challenges when it comes to implementing silage wraps, such as the traditional practice of relying on fresh forage for dairy cows, a lack of understanding among farmers regarding the types of agricultural waste that can be used in feed processing, a lack of affordable investment tools, insufficient livestock ownership to justify equipment investment costs, and farmers’ belief that feed processing techniques are complicated. The trends of silage wrap use in Indonesia in addition to strategies and empowerment models for resolving implementation-related issues will be discussed in this chapter. This chapter provides perspectives on the most effective methods for using silage wrap technology to turn agricultural waste into dairy cow feed. The use of this technology helps to alleviate feed shortages that occur during the dry season while institutional governance frameworks and empowerment models help dairy farmers enhance farmers’ welfare.
