This study aims to identify stages and indicators for implementing a technology radar tailored to the Cuban software industry, addressing its unique challenges and opportunities. Through a systematic analysis of specialized literature, including 9 prominent technology radars (e.g., ThoughtWorks Tech Radar, Zalando Tech Radar), the work establishes a framework structured into four quadrants: Business Intelligence, Platforms and Tools, Languages and Frameworks, and Scientific Stage a bilingual (English/Spanish) literature review enabled the identification of global best practices, which were then adapted to Cuba’s context. Key results include the radar integrates traditional technical indicators as ISO 9126 for software quality with novel elements like scientometric metrics to balance innovation and practicality. Metrics such as “developer productivity” were redefined to reflect local realities while market growth thresholds were contextualized to Cuba’s economic scale. A phased approach was proposed, including adoption (“Adopt”), testing (“Test”), evaluation (“Evaluate”), and sustainability (“Sustain”), aligned with Cuba’s infrastructure and skill constraints. The study emphasizes prioritizing open-source solutions and fostering academia-industry collaboration. Comparisons highlighted the need for dynamic updates to the radar, ensuring alignment with Cuba’s evolving priorities, such as digital sovereignty and sustainable development.
