The integration of blockchain and artificial intelligence in new public management is an area of growing interest within academic communities worldwide. This article initiates a discussion on the theories, methods, tools, and practices of modeling and reasoning with blockchain, artificial intelligence, and new public management through a semantic ontology. This paper sets itself apart from related research by developing a semantic ontology that extends beyond a mere taxonomy of blockchain and artificial intelligence technology usage in the field of new public management. It also suggests the adoption of a cooperative procedure for future research to build the proposed ontological model. Based on the requirements for using blockchain and artificial intelligence technologies in new public management, an ontological model is constructed. Then, employing the reasoning rules of the ontological model, the model is processed through the HERMIT inference engine, which identifies the logical relationships among classes, subclasses, and individuals to create fields for querying the generated knowledge. In this way, the classification and generation of knowledge related to the operation of blockchain and artificial intelligence technologies in new public management are achieved.
