Does an Epistemic Elite Lead Reforms in Education in Slovenia?

In this chapter, we analyse the politico-administrative and expert elites involved in the three main reforms of basic compulsory education in Slovenia since its independence in 1991. We consider their involvement in preparing the three conceptual documents supporting their implementation: the White Paper on Education in 1995, the White Paper on Education in 2011, and the Proposal of the National Education Programme 2023–2033 in 2024. The chapter is based on analyses of the scientific literature, formal and non-formal documents, newspaper articles, public hearings, and social network analysis. The results show that a small group of experts, considered as an epistemic elite, has been involved in the three main reforms of education in Slovenia over the last 30 years. Their influence and power are explained by the interplay of external (system-level) factors (e.g., the rapidly changing politico-administrative elite, tainting politicisation and favouring expert knowledge as a heritage of the post-socialist transition) and internal factors (epistemic elite authority and scientific excellence in the field, previous politico-administrative experiences and connections, involvement in ministry technostructure, and proactivity in proposing as well as opposing certain reforms).
