Under the current economic and cultural development of China, in order to present the beauty of China in various aspects, the government has put forward the concepts of building a “beautiful China”, cultural “Two Creations”, and “my hometown, I build” and other concepts, emphasizing the inheritance and innovation of traditional culture. Rongcheng regional culture has unique characteristics of marine culture. The regional culture is rich in content and unique, but it is currently facing a gradual decline in the status quo. This paper is based on the theory of cultural ecology, in line with the principle that regional culture is inherited and innovated by the people in the region, and with the theoretical support of creative place-making as the content of the study, adopts the method of introducing regional culture into the cultural activities of the local community and analyzes and explores it from the perspectives of the policy, the connotation of the regional culture, the community organizers, and the residents in the community.
