Waqf is a religious practice involving surrendering private property for public benefit permanently. The waqif is a party who waqf the asset or it refers as the donor. However, a question arises: who is the actual donor—the owner or the nominee? Therefore, this study aims to investigate the complexities in management and ownership of waqf land. Challenges associated to identifying the real donors, and factors that contributes to discrepancies in ownership and donation also was discussed. The paper also explores the evolution of waqf land management. This study used documentary reviews and field observations, providing insights into waqf practices and suggesting a need for clearer regulatory processes. Indirectly, this will improve public awareness on waqf, ensuring the integrity and development of waqf properties.
