This chapter positions the frequency and severity of prison violence and victimisation within the moral, cultural, social, and economic context of the YOI. It not only reasserts the importance of justice, hope, integrity, dignity, social recognition, and respect by the State, but also illustrates how the absence of morality generates prison violence and victimisation. In so doing, the chapter argues that the effective prevention of prison violence rests on the ‘lawfulness’ of the prison and the moral quality of prison life, not in the search for recalcitrant, disruptive, or violence-prone young men.
