Toward a Smart Supervision in the Oil & Gas Industry Using IA

A liquid petroleum storage facility, or terminal, serves as a platform for storing petroleum products and plays a crucial role in the oil and gas value chain. Terminals can be classified into three categories: fully automated, semi-automated, and fully manual. To enhance efficiency and safety in a competitive market, terminal operators often consider investing in supervisory control systems such as DCS or SCADA. These systems offer several benefits, including increased productivity, proactive management, cost reduction, quick detection of abnormal conditions, and improved safety measures. Given the substantial investment required, making an informed decision is essential when assessing various solutions. The automation market presents numerous options, making the selection process complex. Key criteria for evaluating these systems include: services provided, interface capabilities, efficiency of the tender process and project execution, after-sales support and product lifecycle, references, and additional features. This paper evaluates the importance of these criteria and proposes a tool designed to assess different offers, ensuring the successful implementation of a supervision system. The framework is grounded in the expertise gained from a real-world case of implementing a SCADA project at a terminal storage facility. Additionally, the paper provides valuable feedback for vendors and contractors, offering insights to optimize their services and solutions for future projects as well as a deep understanding of customs needs.
