In more recent times, with technological developments blossoming at an exponential rate globally, developing countries still lag developed countries in implementing necessary regulatory and policy changes toward advancement. In the context of developing countries, particularly in Africa and the Caribbean, there seems to be a reluctance to shift from predicated theoretical frameworks and defacto practices in project implementation. Of extreme relevance is the pressing question of what public policy formulation recommendations can be made to reshape and advance the post-colonial developmenagenda, it is crucial to adopt a multifaceted approach that addresses the unique challenges and opportunities faced by African and Caribbean nations in current times.
