This chapter explores the critical role of quality in infrastructure development projects, emphasizing its impact on project success and overall performance. It examines the relationship between quality management, innovation, and project delivery methods, presenting the innovative use of use of Alternative Technical Concepts (ATCs) during procurement. The chapter highlights the importance of clear communication of project goals and needs by owners and discusses the implementation of Quality Assurance (QA) and Quality Control (QC) activities to ensure project quality. Through real-world examples, the chapter illustrates the process of developing and implementing Construction Quality Management Plans (CQMPs), emphasizing the benefits of a collaborative approach in delivering large scale infrastructure projects. It also addresses the interconnection between quality and safety in construction projects, noting the role of regulatory authorities in developed countries. The chapter further explores the inverse relationship between quality and the cost of not achieving quality, using change order data to provide insights into quality achievement across different project delivery methods. By presenting empirical evidence and practical experiences, this chapter offers valuable guidance for project managers, contractors, and owners on effectively incorporating quality management practices in infrastructure development projects.
