The growing plastic waste crisis in Africa demands innovative and sustainable management strategies. This review explores the concept of green intelligence, which integrates information and communication technologies (ICTs) with environmental management practices, as a viable solution to Africa’s plastic waste challenges. Green intelligence facilitates data-driven decision-making, promotes technological innovations, and enhances policy development, making it an essential tool for addressing a continent’s waste management issues. Using a rapid review approach, this study analyses the literature on plastic waste management in Africa, focusing on policy frameworks, community engagement, and technological advancements. The review also introduces a strategic framework that incorporates green intelligence into Africa’s waste management systems. This framework emphasizes the importance of collaboration among governments, businesses, and communities, integrating technology, policy reforms, and behavioral change to improve plastic waste management outcomes. Key findings suggest that green intelligence holds significant potential for transforming waste management in Africa by enabling efficient recycling technologies, enhancing waste-to-energy conversion, and promoting environmental awareness. Countries with higher green intelligence scores tend to have more effective waste management practices, underscoring the value of technology and data-driven policies in fostering sustainability. The review concludes that actionable policies, such as plastic bans, extended producer responsibility programs, and community engagement initiatives, are critical for successful waste management. It calls for a coordinated effort among governments, the private sector, civil society, and international organizations to implement green intelligence-driven strategies. This collaboration is essential to mitigate the growing plastic waste problem and ensure sustainable environmental practices across the African continent.
