This paper highlights the role of Higher Education institutions in developing, researching and innovating the Pécs Learning City Programme. The authors investigate the impact of the learning city on the local community. In the evolution of learning cities, we have arrived at an era of uncertainties, therefore we have to demonstrate that learning cities depend on better participation, performance and partnerships in learning surrounded by collective actions for a better future for education. Pécs, as a UNESCO Learning City, and the participants in its learning festivals, together with the University of Pécs, have actively contributed to establishing the concept of lifelong learning in the region, integrating its programme into the everyday life of the local community.
