This book chapter discusses how policies harmful to the environment can advance during a crisis that overwhelms the attention of key political actors. The featured case is the environmental policy in Brazil during the first years of Jair Bolsonaro’s administration. We build on previous policy typologies to discuss the regulation/deregulation and salience of Brazilian environmental acts between 2019 and 2020. Among 671 policy acts, 87% of them were enacted “in the shadows”, without any relevant media repercussion or Congressional debate related to it. This study shows that major crises, such as the Covid-19 pandemic, are windows of opportunity for introducing detrimental regulation or deregulation, especially on low salience environmental issues.
