The chapter examines EU–Latin America relations amid a reconfigured global order characterized by geopolitical rivalry, democratic strain, and techno-economic disruption. Contrasting rule-based multilateralism with ad-hoc governance, it shows the EU’s alignment with the former and Latin America’s pragmatic oscillation. Viewing public policy as foreign policy in action, we analyze multi-level decision processes in the EU and Latin America’s institutional diversity. Recent EU–CELAC summits create openings for a strategic agenda: peace and rights, resilient trade, green/digital transitions, STI cooperation, health, inclusive development, and better governance. We argue for a values-based, symmetrical partnership to bolster democracy and policy effectiveness in both regions.
