In Latin America, cultural policies have held a significant role across different historical moments. During the 1980s, UNESCO initiated a cultural debate that became central to development discussions and provided crucial support in democratic transitions. This debate later accompanied regional efforts to strengthen democracy and foster more inclusive societies. Around the turn of the century, issues of participation, multiculturalism, cultural diversity, and identity affirmation gained renewed prominence. A second milestone came with the 2005 UNESCO Convention on the Protection and Promotion of the Diversity of Cultural Expressions, establishing a public policy paradigm centered on protecting and promoting cultural diversity. This paradigm emphasizes policies that ensure equitable creation, access, and dissemination of cultural expressions. This study examines how this cultural diversity paradigm has been integrated into Latin American cultural policies by comparing the Quadrennial Periodic Reports (QPR) of six Latin American countries. It explores the relationship between this multilevel paradigm, specific national policy instruments, actions, or measures, and its influence on cultural policies in the region.
