Charles S. ReVelle (1938–2005): A Leader in Location Modeling and Environmental Management

Charles ReVelle was well known in a variety of academic areas, including regional science, water resources management, civil engineering, and operations research. His impact in regional science and geography is most notable, especially in facility location modeling. He began his involvement in regional science in 1971, when he presented an invited paper on facility location under time or distance constraints at the North American Meetings of the Regional Science Association in Ann Arbor, Michigan. This new construct followed his classic paper on central facilities location published in Geographical Analysis in 1970 (co-authored with Ralph Swain) as well as a companion paper on central facilities location under an investment constraint (with Peter Rojeski in 1970). This was soon followed by a paper that introduced the now classic problem called the maximal covering location problem, published in the Papers of the Regional Science Association (Church and ReVelle 1974). Altogether this flourish of work established Charles ReVelle as one of the leaders in the field of regional science. Throughout his career, facility location modeling was undoubtedly a central focus, involving more than 100 papers published on that topic in regional science, geographical, and operations research journals. Revelle presented papers in regional science meetings on a wide range of topics, including nature reserve design and emergency medical service provision. He also published over a hundred papers and nine books in the fields of management science and environmental engineering, most notably in water resources management. Revelle was honored for his teaching and advised more than 30 Ph.D. students in his career. He received both the Walter Isard Award in recognition of his distinguished scholarly achievements in the field of regional science and the David Boyce Award in recognition of his service to regional science. He was also honored with the Lifetime Achievement Award in Location Analysis given by the Institute for Management Sciences and Operations Research (INFORMS).
