One Health: Oriented Directions to Bring Science to Policy in Climate Change Mitigation and Adaptation

Increased anthropogenic activity since the beginning of industrialization has led to rapid changes in the human exposome, which is the measure of all the exposures of an individual in a lifetime and how those exposures relate to health. These anthropogenic activities such as increased burning of fossil fuels, deforestation, loss of biodiversity, urbanization, and modern lifestyles and agricultural practices are having detrimental consequences not only on human health, but also on animal and planetary health as these are inextricably linked and interdependent. This has led to increased consideration of One Health approaches, which aims to sustainably balance and optimize the health of people, animals and ecosystems. The first major policy aimed towards mitigating the health effects of environmental pollutants was the 1963 Clean Air Act enacted by the United States. Nearly a decade later in 1972, the First Earth Summit, was held in Sweden. In 2007, in a conference on Avian and Pandemic Influenza in India, representatives of 111 countries and 29 international organizations were encouraged to develop the One Health concept by building linkages between human and animal health systems for pandemic preparedness and human security. The following year, a strategic framework for reducing risks of infectious diseases at the animal–human–ecosystems Interface was published. In 2015, 196 countries adopted the Paris Agreement, a legally binding international treaty on climate change, that addresses mitigation, adaptation, and finance. It aims for countries to limit global temperature rise this century to well below 2°Celsius above pre-industrial levels, while pursuing efforts to limit the increase to 1.5°Celsius by 2100. However, current consensus is that we are falling short of this goal. Increased efforts are needed on a global front. Renewed efforts are needed to meet the goals of the Paris Agreement and safeguard human health from climate change.
