The paper considers the possibilities of mathematical simulation for resource optimization in modern information and telecommunication systems. The features of the mathematical model associated with resources in the information and telecommunication system, in which there can be several channels of information movement, are analyzed. In order to support transmission through different channels, the use of an appropriate system is required. The possibilities for taking into account various constraints are considered: on the intensity of information received in various departments of the organization, on the components that are part of the resource support system. It is investigated how resources will be maintained. The mathematical model for optimizing material resources is proposed. It is proposed to use the following restrictions: restrictions on the amount of information transmitted, restrictions in terms of the maximum speed of computing modules in the system, restrictions on the resources that are necessary in order to transfer the necessary volumes of information arrays, restrictions on the time of work of specialists in the information and telecommunication system, restrictions on the information that is necessary to ensure management processes. The solution to the management problem has been developed, taking into account the optimization of information resources.
