A description of small air target properties as an object reflecting and scattering electromagnetic waves is given. Initially, energy parameters of electromagnetic waves reflected from radar targets is considered. Then the description of inverse problem for hyperbolic differential equations is given allowing to restore radar target image. Factors that form reflective and scattering properties of small air targets are highlighted. In conclusion, variant of solving the theoretical problem of backscattering to restore image of small air targets is analyzed.
