Despite there is a perception of enhanced software quality when software organizations implement initiatives based on DevOps, they face issues related to efficient measurement of the software product quality. Thus, this work proposes a measurement framework based on Goal-Question-Metric (GQM) and ISO/IEC 25010 to address software maintainability. The proposal includes the definition of measurement goals considering how to characterize the maintainability of software products, the identification of information needed to formulate the questions related to each one of the goals, and the identification of relevant measures to answer the questions. To explore the potential of this framework, a project manager profile was created to characterize the maintainability of a web application. As a result, the goals for characterizing analyzability and modularity were identified as well as relevant questions and metrics. Two static code analysis tools were used to measure an open-source software as regards these metrics and goals.
