In this chapter, a comprehensive review of most commonly-applied assessment techniques or metrics for energy poverty condition is presented. Therefore, given the multidimension character of this concept, assessment methods are fundamentally classified in three major groups: affordability, accessibility and composite metrics. For each of the metrics discussed, probable factors, determinants or variants likely to influence assessment methods are also considered. In addition, an evaluation of available strategies for curbing energy poverty, are attempted prior to concluding this chapter with the current state of investment in energy efficiency systems in SSA, both in terms of infrastructure and policy positions.
