For the past 20 years, RWE (Rheinisch-Westfälische Elektrizitätswerk, the German multinational energy company) has developed, constructed, and operated offshore wind projects, with a total installed capacity of 3.3 GW across 19 wind farms in the United Kingdom (UK), Germany, Belgium, Sweden, and Denmark, and nearly 18 GW currently under development across Europe, the United States (US), and the Asia-Pacific region. The experience gained through these projects has enabled RWE to develop and implement best practices for managing potential conflicts and fostering the co-existence of offshore wind with other marine activities, notably fishing and other sea users. This paper aims to share these best practices, drawing on examples from various geographies and different phases of project development, including: (i) negotiating fishing cooperation agreements to manage fishing operations during construction and operation of the Rampion windfarm (UK English Channel); (ii) adaptively scheduling construction activities at Rampion to protect the spawning periods of key commercial fish species from increased underwater noise; (iii) developing a reskilling program with the Baltic II wind farm for volunteer fishermen to validate competencies for working in the offshore wind industry; (iv) supporting the establishment of a lobster hatchery and a marine awareness centre through the Sofia offshore wind farm (UK), with the aim of fostering collaboration between fishermen and scientists to study lobster life cycles, raise public awareness of marine conservation, and potentially enhance local populations through conservation-focused breeding by; (v) commissioning a pilot-scale multi-use platform at the operational Karehamn wind farm to support aquaculture activities—specifically blue mussels and seaweed—while monitoring potential user conflicts arising from this pilot initiative. This paper also present RWE’s perspectives on remaining and emerging challenges linked to the sector’s anticipated growth, particularly with the development of floating wind, and explores the opportunities for multi-stakeholder collaboration to advance forward fully integrated co-usage solutions.
