Strategic Cascade: Aligning Strategy, Programs, and Projects for Optimal Goals and Outcomes

Sustainable development is a critical challenge for modern economies, with transportation playing a pivotal role. The UAE, aiming for sustainable development by 2021, has heavily invested in its transportation infrastructure through the Road and Transport Authority (RTA). This study explores the challenges and strategic alignments within UAE’s road and transport sector, focusing on Emirates Airlines, Dubai Taxi, and the Abu Dhabi Department of Transport. It investigates how these organizations align their strategies with RTA’s vision, emphasizing program/project alignment, stakeholder involvement, and communication. Case studies on Emirates Airlines and Dubai Taxi illustrate the integration of air and road transport strategies, while the Abu Dhabi Department of Transport showcases a comprehensive surface transport master plan. The study highlights the importance of strategic alignment, stakeholder engagement, and robust communication in achieving sustainable transport solutions. Findings suggest that successful strategy implementation requires a clear vision, continuous stakeholder collaboration, and adaptive communication frameworks.
