This chapter explores transitional justice (TJ) in Kosovo, examining its mechanisms, perceptions, and practices in the context of the country’s post-conflict reconstruction and reconciliation efforts. It aims to illuminate how TJ has been employed to address historical injustices and foster democratic governance in a society grappling with the legacies of conflict and division. To establish a robust contextual foundation, the chapter begins with a concise yet comprehensive overview of Kosovo’s political history, tracing its trajectory from annexation into communist Yugoslavia through its turbulent post-independence period. This historical framework is crucial for understanding the broader sociopolitical dynamics that have shaped the TJ landscape in Kosovo. The chapter sets out three primary objectives: first, to contextualize the implementation of TJ mechanisms within Kosovo’s unique historical and political circumstances; second, to identify the specific challenges and opportunities that characterize TJ processes in the country; and third, to provide empirical insights through qualitative data analysis, offering a nuanced understanding of how TJ mechanisms have contributed—or struggled to contribute—to reconciliation and democratization in a deeply divided society. In addition to theoretical exploration, the chapter integrates findings from qualitative data analysis, including interviews and case studies, to assess the impact of TJ mechanisms on reconciliation, institutional reform, and trust-building. It critically examines successes, such as establishing specific legal and institutional frameworks, and persistent challenges, including political interference, societal polarization, and the limitations of international interventions. By combining historical context, empirical evidence, and critical analysis, the chapter illuminates the complexities, achievements, and shortcomings of transitional justice in Kosovo. It underscores the need for more context-sensitive, inclusive, and sustainable TJ approaches to address the country’s unique challenges effectively.
