Ebserh and the Digital Transformation in Brazilian Public Health: The Case of the Management Application for University Hospitals (AGHU)

The chapter addresses the role of the Brazilian Hospital Services Company (Ebserh) and the Management Application for University Hospitals (AGHU) in the digital transformation of Brazilian public health and in strengthening the Unified Health System (SUS). Ebserh, created in 2011, manages 45 federal university hospitals (HUF), promoting modernization, efficiency, and integration in hospital management. AGHU, as a unified system, digitizes care and administrative processes, providing real-time data for strategic decisions. The implementation of AGHU includes functional modules such as telehealth, electronic medical records, and medical images. Interoperability stands out as an essential pillar, allowing the integration of AGHU with the National Health Data Network (RNDS) and local networks, such as in Recife, where a federated bus system allows the secure exchange of data between Ebserh and municipal managers, respecting consents and access standards. The Ebserh Health Data Network (REHDS) unifies clinical information across all HUFs, while the HU Digital Platform provides interfaces for professionals and patients, increasing care efficiency. The creation of the Collaborative Development Community expanded the use of AGHU in the SUS, providing free solutions for public and philanthropic institutions. Future prospects include SUS contracting systems and care navigation, strengthening access and quality of services. These initiatives consolidate Ebserh as a reference in hospital management and technological innovation. Aligned with WHO guidelines, the digital transformation promoted by AGHU integrates HUFs, modernizes SUS and reinforces the commitment to public health in Brazil.
