World Bank Environmental Review of the Lower Kihansi Hydropower Project, 2000

The World Bank initiated in March 2000 a second internal environmental review of the Lower Kihansi hydropower facility. As part of this review, the World Bank conducted three missions to Tanzania in 2000. The objectives of the missions were to meet with stakeholders, assess the status of the Kihansi Spray Toad and its habitat, and review the mitigation measures that NORPLAN proposed to conserve the Kihansi Spray Toad and its habitat. During October 2000, the first population census of the Kihansi Spray Toad in the Kihansi Gorge was conducted. The estimated population of the Kihansi Spray Toad across the five spray wetlands was 12,171 of which 89% of the population was found in the Upper Spray Wetland the largest of the five spray wetlands. Stakeholders at an October 2000 joint donor-Government of Tanzania meeting agreed that establishing a captive assurance population of the Kihansi Spray Toad in US zoos should be the highest priority. It was also agreed that a spray irrigation system should be installed in the Upper, Lower, and Mid-Gorge Spray wetlands and that the current minimum bypass flow of 1.5–1.9 m3/s be maintained until a final water right could be issued for the operation of the Lower Kihansi hydropower facility.
