National Policy as a Driver of Change: The Case of Equality, Diversity and Inclusion in Irish Higher Education

In recent years, the Irish higher education (HE) system has seen an increased focus on issues of equality, diversity and inclusion (EDI) for staff and students. All public higher education institutions (HEIs) have dedicated units which focus on this issue, and a member of senior management is tasked with driving this agenda. Indeed, Ireland is now seen as being at the cutting edge of such work at a European level, as the member state “considered to have the most comprehensive policy” (European Research and Innovation Area Committee (ERAC) Standing Working Group (ERAC SWG) on Gender in Research and Innovation, 2021, p. 12) in relation to gender equality plans in the EU. This chapter will look at the evolution of this culture shift and consider how the Irish HE system has managed to embed EDI as a system-level priority. Taking the 2016 HEA Review of Gender Equality in Irish Higher Education Institutions (Higher Education Authority (HEA), 2022d) as its starting point, this chapter will delineate progress of work on gender equality within the system and the ultimate shift to a broader focus on equality, diversity and inclusion at a national level, before concluding with a consideration of future strategy direction at a national level.
