This systematic literature review examines the proposals and policies for implementing Privacy by Design and Data Protection by Design principles by European data protection authorities, including those from the European Free Trade Association countries and the United Kingdom. Following the introduction of the General Data Protection Regulation in May 2018, there has been a notable increase in the number of documents, proposals, and guidelines issued, with a 57.14% rise in published documents and a 53.66% increase in specific implementation proposals. Despite these efforts, user privacy continues to face risks, as highlighted by the foresight for risks framework. For instance, supply chain compromises of software dependencies represent a significant concern; however, this review did not uncover specific guidelines or proposals addressing such issues within the examined documents. This overview could serve as an incentive to intensify work on Privacy by Design and develop innovative approaches to address these and other growing challenges in data protection.
