Possible Features of Designing Telemedicine Networks and Telemedicine Stations

Despite the rapid growth of eHealth sphere and particularly telemedicine services the scientific problem of creation, development of telemedicine networks (TMN) and telemedicine stations (TS) stays actual and relevant, especially at desiging stage and during the technical implementation of TMNs and their nodes. It results in complete or partial incompatibility of existing designs, construction documentation and blueprints as well, which leads to difficulties with various fragments of TMNs and impedes international cooperation in this field. The solution to this problem starts by defining TS as a composition of its subsystems and then defining an extended TS classification model. The proposed classification model is based on the faceted classification method. It allows constructing classes by using any combination of characteristic features of TSs, while omitting and not using some of the characteristic features. A mathematical description of the classification model is provided as a faceted formula. To begin designing TS, it is necessary to determine its class according to extended classification model and synthesize its morphological model based on which it would be possible to formulate technical specifications for the design. With this purpose, the approach is proposed based on system analysis and business analytics methods and considers inter-viewing a subject matter expert - medic. A special “necessity-sufficiency” framework has been developed, which allows one to formulate, systematize, and rank questionnaires to an expert. The questions are not limited to the designed TS only, but also cover the related factors and design conditions. The approbation was done for real geographical objects.
