Spatial Assessment of Urban Resilience in the City District of Lahore Using GIS and Multicriteria Decision-Making Tools

This chapter used a multicriteria decision-making method to investigate the resilience of Lahore to hazards. First, the influencing criteria on resilience dimensions were selected by using the Delphi method. Then, the Analytic Hierarchy Process (AHP) was applied to define the internal relationship between the criteria. Next, the Geographic Information System (GIS) weighted overlay was performed to geovisualize the resilience level. According to the findings, Shalamar Town is a zone with a very low level of urban resilience in the city. All dimensions in this zone have low to moderate resilience. Along with Shalamar Town, additional towns such as Ravi, Data Gunj Baksh, and Samanabad zones have been identified as low-resilient areas. These areas are prone to seismic activity because of their proximity to the tectonic boundary between the Indian and Eurasian Plates. These towns are also found in the floodplain of River Ravi. Therefore, the results imply that Lahore’s urban resilience level is low, because the towns identified as low-resilient areas are the city’s economic hub. These are the most urbanized areas, with most of the city’s population residing in these towns. Such place-based assessments have an opportunity to monitor community performance over time and provide decision-makers with a tool to incorporate resilience thinking into urban development and resilience-oriented urban planning.
