This chapter gives an empirical and historical overview of the development of social policies of the ILO and the World Bank, while embedding the information into broader contexts of GSP. The main rationale behind the chapter is to provide the reader with empirical background information on the period analyzed, the organizations and policies. The chapter is divided into three main phases based on key periods—1919–1945, 1946–1989, and 1990–2019.
