Is Mobility as a Service Beneficial for All? Developing a Stakeholder-Based Evaluation Framework for MaaS

Mobility as a Service (MaaS) is considered to be a disruptive concept with the potential to reshape urban mobility. This study investigates the possible societal impacts of three possible MaaS business models in the context of Belgium. Utilizing the Stakeholder-based Impact Scoring (SIS) method, we engaged 21 stakeholders to collect their insights on impact factors and their relative importance. The research revealed that (semi-) public MaaS would have the most positive potential societal impact, indicating the importance of subsidies in fostering inclusive and accessible transportation solutions. Additionally, the study sheds light on the potential implications of MaaS, emphasizing the need for further research and stakeholder engagement to comprehensively assess its impacts.
